Keep the recommendation proportionate to the evidence

A useful conclusion might be: “This offered policy contains the dental benefit I need, the cat’s history question is resolved as far as the insurer can confirm, and the price and payment route are workable.” That is stronger evidence for your decision than an unexplained best-rated badge.

For service quality, look for relevant accounts across more than one source, with enough detail to identify what happened. The NAIC’s consumer tools can provide company information, but a company-wide complaint total is not a cat-only approval rate. Do not compare unrelated reporting periods or insurers of very different size as though raw counts were a ready-made ranking.
